For new construction appraisals completed using the flexibilities in Lender Letter LL-2020-04, Impact of COVID-19 on Appraisals, does a builder have to provide bedroom photographs for dwellings that are complete to at least the drywall stage?

Yes. In addition to the plans, specification and other photograph exhibits, a builder must provide photos of the bedrooms to the appraiser.
